I dropped the PayPal claim, and apologized to the seller. The device was indeed brand new, and he was telling the truth the entire time.
Now very often something goes this well. I know myself and almost everyone on here probably thought my iPad Pro 1TB was not legit at all.

They just said there system flagged my IMEI number because my iPads data phone number that was randomly generated and gave to me, matched a old account with the same number with suspicious activity and several blacklisted devices. So, there system flagged my IMEI and blacklisted my device for reason of suspicious activity.
The fraud department saw that my number had nothing to do with this other old account belonging to someone else other than me, so they removed my IMEI from the blacklist.
She also made a very long detailed note in there system, to not blacklist my device and that it rightfully belongs to me, and that I use pre-paid service. And my device shouldn’t have ever been blacklisted to begin with.
I’m very lucky. I’ve never read about anyone getting devices removed from the blacklist.
So apparently all of this was just a big mistake, or a system error on AT&T’s behalf.
I recorded the entire conversation, going in to this call wanting to hear why it can’t be removed, and that it will NOT be removed. I would need this to back me up with my PayPal claim filed against the seller. But, little did I know that AT&T would actually remove it, and fix the issue (holy crap).. I’ve since dropped the claim. And I do not want my money back. I’m a legit buyer, I just want my iPad working on my pre-paid att as it should. Thankfully it is all resolved now.

On older Pros, the Embedded Apple SIM was locked to AT&T if iPad was purchased from AT&T. Verizon, I believe the Embedded Apple SIM was disabled altogether if purchased from Verizon. Not sure if the same holds true for the latest eSIM Pros.
iPads purchased from Apple are all unlocked regardless of carrier plus the Nano SIM slot is always unlocked regardless of where it was purchased from (at least in US).
I am not sure if this even was tied to AT&T. When I first got it, looking in the cellular settings I only saw AT&T available on the apple sim as an option. But, I unlocked it which will unlock the apple sim and Esim “if applicable”. I then reset it with iTunes, and viola! Now in cellular settings it list all carriers available on the apple sim. So, it’s unlocked for both sims now.
Obviously my whole dilemma here was I was using the apple sim for att prepaid only as my go to option. I only wanted to use att pre-paid due to fast speeds, and unlimited data, it was the best option for me. But, when they blacklisted my iPad it really through a wrench in my gears.
Anyways, all is good now.
I recommend anyone who owns a 2018 iPad Pro that is a carriers iPad, to have it unlocked and reset it with iTunes and this will turn the device in to a fully fledged unlocked iPad just like one from apple would be. You can already use any carrier in the esim with a nano SIM card. But, unlocking it allows you to have or use any of these carriers on the built in apple sim too. And a new list of options is generated under “cellular settings add new plan”
