Yeah, it's a bug in iOS. Whether the carriers are accidentally or intentionally adding the link is irrelevant because the operating system should not permit it.
It’s not a bug it’s a feature. This has been going on for years. I delete the “My Verizon” bookmark at least once a day and it always reappears. And no, carriers doing it on purpose or not isn’t irrelevant, it should be concerning.

What makes you call this a feature?
 
Because every carrier puts their own unique bookmark in Safari ... repeatedly ... even when deleted ... for years. This isn't an accident.

Yeah I agree that it may not be an accident. Who knows. I'm arguing that it's a bug in the operating system that the carriers can influence the bookmarks.
 
This is doubly annoying for me as I keep getting a bookmark for the Australian carrier, Optus, that reappears daily, even though I’m not actually with Optus but a carrier that uses their network. So not only is it an undeletable bookmark, it’s a bookmark to something that doesn’t work for me anyway!

I agree though that it’s most likely a feature rather than a bug - just a feature for the carriers and not the end user.
