Safari iCloud tabs duplicate issue

Is anyone else still experiencing this issue? I spent a long time on the phone with Apple Support today and they couldn’t resolve it. Started when I set up my new iPad and it only happens on that ipadl tabs from months and months ago from my phone and Mac are showing up and return if I delete them
 
on big sur and just noticed this with my M1 air.

To note, i did not ever have this problem with any of the other OS releases with tabs up until this point.
