Forgive for sounding stupid here but if I am logged into my steam account via my Mac and go to my Library where do I see which games in my library are also available to me on a PC IE: Steamplay ?

if you look for the LIBRARY word, you'll see

STORE LIBRARY
search Mac

if you click on Mac, just below LIBRARY you get a drop down

Mac
Games
Software

.....etc....

click on Games and you see all games, whether mac or pc. if its greyed but you click on it and it doesnt offer install then its pc only.

I did the above and one extra game appeared in my games library, Bioshock 2.

Bit confused by that seeing I have never purchased it and it is PC only.

sometimes they put games on 'free weekend' where funnily enough you can download and play for free for the weekend, and when they do that it appears in your library. thats the only reason i can imagine it would show a game you didnt own.
