Let's take one example. Let's say you're the OP, wanting to switch iOS to Android. How do you suggest him/her in migrating his/her Whatsapp from iOS to Android?
With telegram, I simply log in on a new device regardless of platform, and all my chat history is there. And I can do this on all my devices, tablets, PC, all at once, without pesky web apps. Try doing that with Whatsapp.
This is not true
If you want true end to end encryption there is no back-up, no multiple device use and no cross platform use

Of course Telegram has some popularity, but quite minor compared to Whatsapp
Telegram is promoted as a lightweight open source, customize-able, fast secure chat app, with voice but no video capability
But its less know part of it's popularity is allowing, due to its set-up and free sponsoring by a Russian chap, is people swapping illicit copies of films etc rapidly
They regulate almost nothing other than some policy on terrorists, under the disguise of it's private chats between people or groups. Mix with them as you wish and be mindful of open source coded bots etc that are allowed
