I think it's highly possible. But I guess they'll release iOS 10.3.1 instead of 10.4.Hope we get a new beta then tomorrow.

So they edited the beta build number. They removed the '5' and 'a', so there might be some small changes but not enough to seed a brand new build number.Build number is 14E277

That's because you're on the beta. Final release is the shorter number. As @Mlrollin91 notes, likely only tiny changes (if any between Beta 7 and this version).Mine says 14E5277a.

Kind of like when they re-issue same OS versions. Such small changes its not worthy of a new build number. They can just remove the '5' and 'a' and release it to the public and leave developers on the beta build version. That hasn't happened. No matter what it would have to be updated by one number to 14E278.

No. There was no 10.0 released to the public (only a few iPhones got it from the manufacturer). The GM of 10.0.1 was an actually GM release and then it was released to the public. But the build changed from the last beta of 10.0 to the GM.

Its not 'technically' the same. They removed the beta indicators, otherwise those on the beta wouldn't be able to install it, even if they removed the beta profile. The software itself is slightly different, the removal of the feedback app is evidence of that.
