iOS 10.3.2 is just a minor update update while 10.4 is a major update which could be shipped alongside the 10"5 iPad Pro (2nd Generation). In the past, there were more than one iOS version in the beta testing.

Ehh thats not really true. Only time there were multiple versions was when iOS 8.4 and iOS 9 were in beta together, but that was for less than 2 weeks. They were just putting the finishing touches on 8.4 and waiting for the release of Apple Music before launching 8.4 publicly. The beta path strictly went to iOS 9.

iOS 9 Beta 1 = June 8th, 2015
iOS 8.4 Beta 4(GM) = June 9th, 2015
iOS 9 Beta 2 = June 23rd, 2015
iOS 8.4 Public = June 30th, 2015

Well that could be case with 10.3.2 beta (which should be a "minor" - non-feature update) and iOS 10.4. I don't see a problem with a (minor) bug fixing update being tested along side iOS 10.4 which could be focused on new iPads.

iOS 10.3.2 could be made available by late April/ early May. iOS 10.3.1 needed to be shipped as soon as possible because of the OTA issues for 32-bit devices and the WiFi-Vulnerability caused by iOS 10.3.

Because its not possible to test both side by side. There is only 1 beta profile, the latest update will be available. This is different than back in 2015 when updates were .ipsw only. Besides anyone testing is going to want to jump ship to 10.4 over 10.3.2 and 10.3.2 might not get the feedback it needs to implement changes into 10.4. This is why 8.4GM came out the same time as 9.0B1 and no more 8.4 builds entered beta. Its not possible.

Yeah, 10.3.2 might not have been that great, for your SPECIFIC case. However, things can AND are different for many, many other people, not just you. Don't ask people to switch back to 10.3.1 if people aren't having issues with battery life or performance.

Also, no. 10.3.1 is not smoother & better than 10.3.2. 10.3.2 is MUCH better than 10.3.1 for me. Also, there is a need for new betas. Apple needs to keep updating to keep the OS secure, while introducing performance improvements along with bug fixes. So, yeah.

Your post started out so well but then you ruined it by saying that "10.3.2 is MUCH better than 10.3.1." This kind of statement is exactly what you argued against by saying "things can AND are different for many, many other people, not just you."
For me, 10.3.2 beta brought back some issues I was having in 10.3 beta but were fixed in 10.3 public release. Even if we were all on the exact same build on the same model device, some people would have some bugs while others wouldn't because we all use our devices differently and configure settings, accounts etc that differ from others.

Actually no. You're incorrect and he is not. You aren't using his device. You were the one who said everyone's device will be different. My Air 2 is smoother on 10.3.1 over 10.3.2. Without a doubt. So you should probably limit the use of logical fallacies. Your experience is not his or mine. To say 10.3.2 is MUCH better than 10.3.1 as you stated earlier is a joke and inaccurate. It may be marginal better for some. But not MUCH. And definitely not for everyone.

I'd appreciate it if you would kindly re-read my post where I said it was much better as I edited it earlier to say it was much better for me as a I left "for me" out. Well, Clips is out with nary an iPad event on the horizon. Making me wonder if we will see a 10.4 or not.
