So i expect iOS 10.3.2 Beta 2 tomorrow. I wish Apple provided a detailed changelog for each update, at least for the developers and beta releases.

I'm leaning towards next week. But its not a huge beta so tomorrow is not out of the question.

Regardless we on the way to 24 builds between 10.3 B1 and 11 :D

iOS 10.3 Beta 1-7
iOS 10.3.1
iOS 10.3.2 Beta 1

So thats 9 of 24 :) Notice I am not counting 10.3 Final even though it was technically another build :p

Edit for typo!

someone not in this forum but another said they saw iOS 10.3.2 beta 2 but it got pulled only a few minutes after being released?

I saw that comment either. If that's true, there is a possibility that it'll be released later today (highly unlikely, tho). We will see...

Its possible it got pushed a day early? Maybe someone seeded both 10.3.1 and 10.3.2B2 by mistake. So if it truly did get leaked and pulled, tomorrow seems like the proper day.

If it got released then the @iOSreleases account would've tweeted it out, especially if it was out for a few minutes. I didn't see anything regarding 10.3.2b2.
I have found that they are not always the most reliable.

If there is really 10.4 in the works, i wonder what enhancements it contains? IOS 9 does not have 9.4. IOS 8 has 8.4 because of apple music. IOS 10?

If they're going to release iOS 10.4, I think the final version will be out after WWDC.
With today's release of iOS 10.3.1 and knowing that macOS 10.12.5 is in beta, I think they'll release 10.3.2 and 10.12.5 at the end of the month. While updating iOS devices is easy and fast, macOS users don't tend to update the software as soon as it is released. Those are just my observations, based on people I know who use Mac. So releasing macOS updates two times per three/four weeks just doesn't make sense. Releasing 10.3.2 without the final version of macOS 10.12.5 doesn't make sense, too.
So if there is 10.4, the beta test will probably be during May and June. Just guessin'...

Where did you get the slightest idea that 10.4 even exists?

iOS 10.3.2 is just a minor update update while 10.4 is a major update which could be shipped alongside the 10"5 iPad Pro (2nd Generation). In the past, there were more than one iOS version in the beta testing.
But i think that having multiple iOS in beta testing may create unsynchronised and unresolved bugs in the later versions of iOS.
