People don't understand how beta cycles work. If anything we see an emergency bug or security update with no beta but this is it.
A small clarification-
The web page https://ipsw.me/#!/download states that the 10.3.2 was released on 15 may, but was uploaded on May 3. Does it imply that this website had access to the release since May 3, and worse whether Apple had finalised everything on May 3 but delayed release by 12 days.

There were no further changes except changing from a beta build number to a standard one. They are both 89 although some devices are 90 therefore the May 3rd builds are for all intents and purposes, the same.

Here I am not concerned about the content of the builds.
What I am concerned is how could a website get access to the builds before their public release by apple.
Moreover, why would Apple keep it from public release for 12 days if they indeed had finalised it so early.

Because even if 10.3.2 was ready last week they will only release it when all the mac watch and tv are ready so if one is delayed it makes them all

Alright well we all know this will be released publically June 5th after WWDC. Then iOS 11 beta 1 will seed right away. We will probably only see 2 betas.

Just like you "knew" we were done with betas until WWDC.
Why do you have to start something. This threw everyone off. But we will not get a 10.4 and we will not see another iOS 10 beta once iOS 11 beta 1 is released.

This is truly unprecedented. The last couple of weeks before WWDC are usually very quiet.

I'm willing to bet it's all background. Probably a potential jailbreak fix and maybe safari history bug. Any bug fixes in 10.4 are probably in this. There won't be anything new.

Im starting to think maybe we will have ios 10 betas and ios 11 betas as the public dont get ios 11 till september so for 3 months ios 10 updates will still happen and beta tested? I dont know the trend over the years but seems this way

Thats not possible. You cannot have iOS 10 and iOS 11 betas in the channel at the same time. No one would test iOS 10 betas. Everyone would jump ship to iOS 11.

I wouldn't jump on iOS11 until they release a few beta updates. I'm sure it's going to be painful to jump on iOS11 beta 1.

Yeah, I typically avoid it until PB 1, or DP 3. Usually its safe by then.

But when it comes to actual developers, they jump on right away because they have secondary devices just for testing their apps. They would not continue to test 10.3.x if 11 is out because 11 is going to require more work for their apps (usually).

There have never been 2 major versions of iOS in beta at the same time. iOS 9 B1 was seeded while 8.4 was in beta, but they did not release any new 8.4 betas after 9.0 B1. So they technically were not both in testing.

How come the third party website got access to the iOS release on May 3 even before apple released it on May 15?
