You need to have 500 posts for an avatar. It seems like a lot, but doesn't take too long if you stop by regularly.
It takes a couple minutes/hours for vBulletin to update your profile. You should have it soon.

Very nice...but just a heads-up for you: The mods may consider it a little too similar to Westside guy's avatar and ask you to change it. That said, at your current posting rate, a lot can happen between now and when you actually get to use it.
