It sucks but all you have to do it power down all the Non-Enable Thread Hub & Power cycle the Thread router. Once it becomes the Connection Hub you can power up the rest of the Non-Enable Thread Hubs. It sucks and wish they would just enable the choice to make the default Hub in HomeKit. This is the only way I found away around this.
The issue with this is the connected hub doesn’t stick. They change randomly at will for reasons I will never understand. For me it’s at least once a day. Everything would be working great, then out of nowhere, all my devices go “No Response” lol. This also causes some devices to never reconnect back unless I do it manually. All I can do is laugh it off at this point. Either Apple is a very spiteful company or they’re oblivious.

Not calling you out, I’m calling out the fine minds over at Apple lol.
