I know the Vega 20 driver is not ready, however here I tested the Radeon VII with the Vega 10 driver.
In short, the performance should and will improve with Vega 20 drivers. Occasional freezes could also be experienced.

EDIT: Freezes all gone with 10.14.4 Beta 4. So far. Full acceleration.

No Vega 20 / Radeon VII accelerator driver support in 10.14.4 beta 4.

It looks like Mojave 10.14.5 has "full support" for the Radeon VII - any chance you can put yours on 10.14.5 and see if you still get no boot screen?

no polaris or vega cards will have bootscreen

Darn ... I got my hopes up when this "Scott N" guy reviewed the Sapphire Radeon Nitro+ RX 580 8GB on Amazon and claimed "Even get the boot up screen at start up!"

He clearly didn’t know what the pre-boot configuration support is.

With a RX-580, you only see the screen after macOS loads the driver.
