I have an X that suits my needs just fine. If the camera improved a lot more, I'd consider upgrading. For now though, I'm good.
I still have an old iPhone 4s, an iPhone 6 Plus and a 7 Plus running.
 
Xs is good enough. Not giving Tim anymore of my $$$

I don’t mind giving Tim/Apple my money, because they make great products. But I definitely don’t see myself upgrading this year, unless something completely astonishes me on a different level, which I don’t expect to happen until we see some different breakthroughs with the iPhone.

Colour choices - I know this may seem trivial but I liked how I could get a white iPhone XR rather than the usual shades.

I too don't see myself upgrading this year; the XS Max is more than enough as is the XR.

But I had the 7 then upgraded; I had the X then upgraded all the while having some secondary device so that I would have 2 phones. I'm going to keep what I've got this year.
 
I'd like to see this year's model mimic the design of the 2018 iPad Pro's. I'm still on the fence about upgrading this year, but a lower starting price and a design change may push me over said fence.
 
Please state what phone you have & the minimum one to three features you’ll see as a justified reason to upgrade.

I have an iPhone X & require the following...
  • More RAM, & better RAM management - tired of Music Apps forgetting where they are, mid-playlist.
  • Haptic Touch that completely replaces 3D Touch - not just for some uses.
  • USB-C, so the iPad Pro & iPhone are on the same page.

I have the iPhone 8+ and will never buy a new one with the NOTCH
 
Compared to my current iPhone, My next iPhone should have:
- more RAM
- at least 64GB
- significant improvement in camera
- and for 2019, dual SIM

This mantra worked well so far for me on my upgrade path from iPhone 4, to iPhone 5, to my current 6S. I was ready for the XR as it ticks all the boxes, especially since iOS 11 was ruining everybody’s iPhones. But iOS 12 was a huge surprise for my 6S that I deferred the upgrade. Hopefully this year I’ll be even more amazed on whatever Apple would unveil.

5G for me is meaningless as by the time it has decent coverage in the region where I live (probably 4 to 5 years from now), I’ll be ready to upgrade again anyway.
 
For me it is the camera tech. The trade value offered by Apple made it easy to get into the XR.

The camera on the XR I didn’t find too impressive, even though I do think it’s perfectly adequate for the average consumer to still take great photos. Personally, the XR is due/slated to receive the dual camera in all likeliness in the fall. I personally like the telephoto lens and think it’s a nice advantage to have.
 
A budget iPhone will never get two cameras

There is nothing budget about the XR, period (And I don’t own the XR, just to point out I’m not being partial to this phone). It shares many of the same features as the XS given the price of what it offers.
 
I'll bet half of the people in this thread are gonna update in September when the new iPhones will be released.

I wish Apple made a budget iPhone but they don’t.

I’ve noticed a large proportion of users here haven’t gone with the latest and greatest though. It’s been noticeable how critical people have got of Apple in the last few years on here so I don’t think there are a huge number of those caving in to the upgrade buzz. It’s a lot more expensive than it used to be.

He does have us by the <b> but I for one won't update. In fact I just shifted back to my 8 and was amazed how much lighter it felt. Also, my 8 answers calls properly whereas my Xs has a 3 second delay between sliding the answer button and audio finally being enable. Bah.  needs to get it's <s> back in one sock. I was pulled in to buying my Xs prerelease. That won't happen again.
