Why do OSX and iOS have to be updated together? The last time it was only because of Emojis to be readable.
It wasn't purely because of the emoji; it's because iOS and OS X are mostly the same OS and often share security vulnerabilities. If an update for one OS comes out but not the other, it leaves the other OS exposed, and gives people an advisory of which vulnerabilities exist in that unpatched OS.

I used Siri for the first time. Asked several questions like "When will/will today iOS 9.2 (Beta 5) be released." in german. She said also in german: "Good Morning..." and several times: "You will find everything, you want to know about Apple products on apple.com/at" and did also Bing search. Now I know it but won't tell you. :p
Only Russian Siri knows all and talks about it too. ;)

A different day seems to be somewhat more than a little bit of a difference.

Have you tried the betas? It may free up some of your time waiting for 9.2
Is the most recent 9.2 beta a significant improvement over 9.1? I'm not really having any major issues with 9.1, but the animations feel very laggy at times.

Your argument doesn't make sense since then there would be no betas because you would already know what's getting fixed. I'm just saying there is no reason iOS can't be updated without OSX getting an update too.

And it has happened at various times before as well.
