Next release most likely will be final. When they continue to update either OS X or iOS but stop updating the other it typically means it's ready and waiting for the other OS to be finalized. Also suspect TvOS is finalized too.

Also it's possible they're baking in some new features as well and squashed all the bugs this update intended on fixing. If they're baking in new features then we may not see them until final which is kind of how they do the summer Betas with features no one *Typically* ever sees until the final.

8.2: 4
8.3: 3
8.4: 3
9.0: 5
9.1: 4

She said also in german: "Good Morning..." and several times: "You will find everything, you want to know about Apple products on apple.com/at" and did also Bing search. Why do OSX and iOS have to be updated together? The last time it was only because of Emojis to be readable.
