No. It has two mini-display ports. No USB-C ports, it is only able to support two 4K monitors at 30Hz

Maybe they will release an updated version soon. I’d hate to have to replace my screens.

There will be a Surface 3 at some point next year I am sure and I suspect it will have USB-C, but whether that arrives in Spring or October (which was when the previous models were released) is all speculation at this point, unfortunately.

Hard to say. Microsoft has always done its own thing. Including not feeling the need to do annual releases. A lot of folks speculated that they would update the SB2 along with everything else in October, but they didn't. It seems more and more likely it will be an October 2019 update.

If this is a big concern, I’d suggest looking at another laptop that better suits your need than a Surface Book. It’s a great machine, but there are others with more port options.
