It doesn't look like it will ever become a full fledged OS. Apple will like to keep it that way probably. The changes in iPadOS 26 is definitely a step in the right direction but it is still far off from being perfect.

Also just got a new 11" Pro. Decided not to get the keyboard for the sole reason that the Files app and Safari is still not the way I would like it to be if I am going to be using the iPad with a keyboard.

The problem is different people have subjective ideas about what a “full fledged OS” is. In matter of fact, iPadOS is a fully fledged OS. It is just not the same as a desktop OS, but it isn’t supposed to be either. I don’t think iPadOS should become a desktop OS, because we already have that with macOS. iPadOS is something new and fresh, and gives Apple a chance to simplify things and drop all the legacy stuff that weighs macOS down for many people. It isn’t for everyone, some will likely continue to prefer macOS. But iPadOS is also the better choice for others. 👍🏻
