You can do it for your own personal use. You cannot legally distribute it, and it is against the rules to do so here. Can you really not understand the difference?
it wont update the baseband, there is no need to worry about the baseband if your on at&t, thats only for people to worry about if theyre on an unofficial carrier and need to unlock to use the phone with a carrier other than at&t.

No, I'm the one having the same problem. Only thing is I'm not AT&T, so I don't want to go anywhere near 3.1.3
what phone do you have, and what carrier are you on?

Magas: you have been in Recovery Mode, with the USB and iTunes logo on your screen? I thought you said you were stuck at the spinning wheel of death but could put it into DFU mode.
If you can get it to Recovery Mode, then a custom firmware might work (as I said in my first post). But that is only true if your phone is still pwned. I doubt it is after Erase All Content and Settings, but we will see.

thelatinist he clicked reset all settings. OP when you tried to restore to 3.1.2 did you get past the part where the line is going across on ur phone, or before it started just tell you an error?
yikes. uh you might be out of luck. your probably going to have to switch to AT&T, unless you saved your SHSH's on saurik's server, OR!!! if you know someone who is in a different country, and you can mail the phone to them, have them go to their carrier and try to get it factory unlocked. they have to be in a country where it is required by law to sell phones unlocked. or you can sell it on ebay and buy a factory unlocked iphone, or just trade them with the other guy.
Foreign carriers can only unlock phones which are locked to them. They cannot request an unlock for a phone locked to AT&T.

yes theres been an unlock exploit for the new baseband version, but its gonna be a while before they release an unlock. are you unable to use your phone? or is it working fine, and you just wanted this information for future reference?
No, I cannot use my phone. I can ONLY get my phone in DFU mode and THAT'S IT! I get the 1600 error when I try to install any modified firmware. I have not tried to install the Apple 3.1.3. Somehow I get the feeling that it will successfully install 3.1.3, but I don't want to do so for obvious reasons.
you might be in luck...ive heard 160x errors are just usb related problems, your usb port, cable, computer, etc.
This is simply not true. There has been a promising looking crash in the baseband. It is still too soon to say whether it is even exploitable.
