As far as the development process is concerned, that is true.

Updating your infrastructure pipelines, testing, legal paperwork, documentation, training your support staff for handling users on a completely new platform, writing press releases ...

There is a lot of work involved with offering an application beyond just development.
Its relative. Sky is part of a $151bn corporation. They can do this stuff if they want to.
 
Of course they can.

But saying there's no work involved just reads like Apple PR.

If companies don't offer a Vision Pro-compatible version of their app, it's not that their programmers are too stupid to find the Build Target menu in Xcode - there's a lot of cost involved that Apple won't mention in their "look how easy it is!" WWDC sessions.
