I was thinking about finding a previous board that has a VRM good enough for 16-core:

Novatech seem to be todays Uk retailer.
Found MSI X570 -170 Uk pound approx.
Going to allow another day or two before ordering and maybe allow other Uk retailers to follow

Is two x16 slots a concern.
Are more required immediately.
I'm trying to avoid bios flash update on Non Ryzen 3l board.
They don't need to be 4.0 or wired for x16. It is rare to see slots other than x1 or x16.

Some cards come only as small as x2 for now.

Eg:

1. GPU x16
2. 10GbE x4
3. USB 3.1 x2 (for front panel)

The cheapest X570 board with 2.5GbE costs 330 euro

The cheapest X570 board with front panel USB 3.1 costs 207 euro (it has two x16).

Beware that a card might be x2 3.0 but the slot x16 2.0, so you would need an x4 2.0 card instead.

Before buying a board you need not only check the wiring of the slots but also the modes of operation when you plug other things.

A quick look at comparable board prices shows:

X370->X470: +25%
X470->X570: +50%

X370->X570: +90%

The cheapest AM4 board with a flashback button costs 77 euro (B450).

It already has a beta BIOS.

Does the board I mentioned have WiFi
Network Interface Type Wired Gigabit LAN (10/100/1000)
Network Chip/Modules 1 x Realtek RTL8111H (Gigabit LAN)

And there Are two m.2 -which could I use for pci e m.2 ssd -
No, there is one board cheaper than the one I mentioned that has ac but not ax (200 euro).

The cheapest n card costs 6 euro (x1 1.0).

There are 2 slots for NVMe, but only one that can use 4.0 and the other also takes SATA.

The cheapest AM4 boards with three x16 cost 85 euro. One of them is also the cheapest one with front panel USB 3.1 . They are X370 boards so you would likely need a first gen processor. They are supposed to be getting third gen updates.

The cheapest AM4 board with more than gigabit ethernet costs 170 euro. It is also an X370 board with three x16. There's already a third gen update but it does not have flashback either.
