I have the Dell UE2723QE and am using it right now with my 2018 Mini.
The OS is Mojave (still) and I also have BetterDisplay running (free version).

I DO NOT have speakers connected to the display.
For sound, I use headphones connected directly to the Mini.

If I bring up the BetterDisplay pane on the menu bar, I see this:

You can see an entry there for "Volume (DDC)".
So it looks like BetterDisplay can control -something-.
Not sure if that would be speakers "internal" on the display or external speakers connected "through" the display.
Tech specs for UE2723QE says it has no Built-in Speaker but it does have Audio line-out. Therefore, the Volume control is probably for the Audio line-out. I suppose you can connect headphones to line out with a low volume, and see how the volume changes.
 
Out of curiosity I installed Better Display and was not able to volume control my external speakers connected via Aux. I didn't do much trouble shooting because I'm not relying on it to work, but I did give it all of the permissions it said it needed.

Does the display's onscreen menu have a volume control that affects the Aux connector? If not, then I suppose DDC wouldn't either.

Did you go to the "sound" preference setting and designate the Dell to be the sound "output" ???
