This sort of reminds me how people argue that police should not pull over people for speeding and instead go after the "real" criminals. I'm always like, "Uh, why not do both?" Same logic here. It's not an either-or matter. The OP could very well be concerned about all those things you mention as well as this.
You analogy seems flawed: speeding is a violation of a rule intended to protect other road users.

The picture by OP features a man with more clothes on than you would see on a beach or a public pool. Do we need warning signs on those as well? I can assure you none of this is an issue in any EU country.It doesn't have to be porn. An image or photo of a fully naked person should not be prominently displayed in a virtual storefront without some sort of warning. That may be different in other societies, but the US and many other countries, that would not be acceptable any more than us walking out of the house naked to go for a walk.
Sure, why should I feel uncomfortable by seeing that open shirt (unless I’m obese and it makes me ashamed)? And why would I be afraid of showing my (small) kids some naked skin (unless I‘m a relegious zealot in some barbaric regime like iran)Or imagine you go to a physical book store in your neighborhood, when you open the door, there are these type of book covers staring at you, will you feel comfortable?
I think someone else can say this better than me, but kids don't know something is sexual unless you make it sexual. Just like kids aren't racist until they observe racism. You are setting the tone. "oh its Montana, must be hot out there!"
