I could be wrong but when you root isnt there some way to install apps to SD Card instead?
As far as ive seen yes, does not seem to work on Chrome.Does smart stroll only work on the stock browser?
I'm sure that there are, but I don't believe the S4 has been rooted. Also, the bootloder is locked down which will make it that much harder.
I believe the HTC One has already been rooted.

It is already rooted yes. Xda has tutorials on it. Also early versions of Custom recoveries are out but by the time you would get yours they will be working perfectly. but many many people are already rooted.

Maybe I'm just used to the smoothness of the Nexus 4.
Here's how much RAM my S4 currently sits at. I have Spotify and Audible open right now. If I hit the clear memory button it drops to 700mb. But then it slowly craps back up to 1.1GB.
On my Nexus 4 its always 600-800mb. Also compared to my Nexus, I do see small amounts of lag sometimes. I've disabled all the fancy gestures etc.
Dash clock Widget, UCCW, G+ and Facebook love to continually add to their cache file, filling available RAM. Android will automatically take care of when that cache needs to be active or hibernate though. You can simply close recent apps if it helps though.

The one on the left is my Nexus 4, sat comfortably at 600MB used. My GS4 only has 2 apps open and it's at 1.1GB.

Yeah I ate that about android how it can seemingly launch other apps & services that have no correlation or necessity simply because one poorly coded app gives it permission to do so without the users knowledge.

Do you have any widgets that may use location data? Also you can try disabling location history. Go into the maps app, then settings, location settings and disable it.

Exactly same. Takes very little to get that ram used up. Compared to the HTC One which sounds like same as your N4, hovers 800mb with upto 9 multiple apps open in background.
My usage hasn't changed with this phone and yet somehow doing it on the S4 takes up over 5-600mb more than on the HTC One. I mean something is array there and can only be Samsung's software bloating (and I mean the stuff baked into the OS not necesserily the independent S-Apps).
