Temporary fix found. Thank you to posters here for their advice. Who would have thought that a careless error by a peripheral manufacturer could leave me with an unusable computer..? I can accept (sort of) that they might make a mistake that rendered their own device unusable, but the impact of their error here was much wider/deeper. Whatever they were doing should have been tested properly.

No more HP products for my family.

Very annoyingly, just wasted 45 minutes on this, skipping a much-need sunlit afternoon walk to instead deal with the endless error popups taking over. I first tried following HP's directions on their support page, but their uninstaller did not work to stop the errors, even after installing the 5.1 Printer Update via Apple Software Update that appeared after uninstalling, and a restart. Plus HP wanted me to install 1GB worth of printer drivers as the second part of their solution.
**** HP, what a ****show.

Instead, I followed the instructions on this thread (thanks @Charlotte InWeimar) to delete the printer in the Printers pane as well as the entire folder /Library/Printers/hp. This put an end to the errors. I then plugged in the printer and added it through the Printers preference pane, which prompted a download of the correct drivers. Now up and running with no errors, and with no thanks to HP.

Deleted and re-installed the HP Printer ... the printer worked, but the scanner does not work, giving the same "HPDeviceMonitoring.framework will damage your computer" error.

Fixed. Printer and scanner both working after doing the download and install of the HP Printer Software Update 5.1.

Must not have had the correct update for HP printer software the last time.

Next: must see if the fix works after updating to mac OS Big Sur .

Fixed my HP LaserJet 1320. OS - Catalina 10.15.6.
Used HP uninstall ap. to remove HP drivers.
Downloaded & installed HP Printer Software Update 5.1 as suggested in this forum
Shut off and restarted my late 2012 iMac 27" and LaserJet 1320. Printed Word doc exactly as before! Without popups!
(HP support site said no drivers available for my LaserJet 1320 - Thanks so much for MacRumors).
Epson Perfection 2450 scanner works also.

Was getting all of those error messages, even when printing to other printers- malware, etc. I also have a rarely used HP Color LaserJet CP1518ni (connected to an Airport Express). Downloaded and ran the HP Uninstaller App, then went to System Preferences and had Catalina install a Generic Printer Driver for the HP 1518; so far everything is working just fine; my non-HP printers are working again without error messages, and my HP 1518 is able to print color images.
