I have exactly the same problem since these two updates happened on October 23, have an HP OfficeJet 8620 ... not so oldhere is Link
The reason is recent MRT update (occurs in the background) to 1.68Apple has pushed updates to XProtect and MRT
Apple has pushed two updates today, to the data files used by XProtect, bringing its version number to 2133 dated 19 October 2020, and to its malware removal tool MRT, bringing it to version 1.68, …eclecticlight.co
Also many users suffer from constant cpu usage after update
An update was just released by HP through Apple / Software Update to address HP printing issue.
I can confirm the issue has been resolved.
What is it called - can you show a screen shot? Nothing here.

There’s still no new update from Apple but HP has “unrevoked” the certificate so printing should work again without having to reinstall anything.HP Printer Software Update v5.1

Update 2:
It appears v5.1 is an old update from 2017 - https://support.apple.com/kb/dl1888?locale=en_US
Not sure why it was made available via Software Update. I did though install the essentials package from the ftp link shared in this thread before the Software Update became available. I removed the printer then reinstalled it after the Software Update and got no warnings.

If you suddenly can't print to your HP Printer from your Mac, you're not alone: Code security cert snafu blamed

I have an HP Laser Jet 1012...that worked perfectly fine up until about 20 minutes ago. Of course when I try to contact HP, their Support website is down. No way to contact them. Super.
I tried your link but, as a previous commenter has said, it appears v5.1 is an old update from 2017 - and some of us need something for now, 25 October 2020. https://support.apple.com/kb/dl1888?locale=en_US
Although I have made some progress and the scanner is working again - which makes me think there cannot be too much that is wrong - my printer refuses to print from the computer and keeps saying "Waiting for printer to become available"
