I'm using a Mac mini Late 2012. I have an HP PhotoSmart 6520. Several days ago I saw that it had a macOS update ready. It indicated that it would install it automatically overnight, but after several days, it still had not done it. So finally last night, Monday 26 October 2020, at roughly 2100 HST, I manually initiated the update to Catalina 10.15.7 to run overnight. I had experienced no printing issues or pop-ups before that time.
This morning, Tuesday 27 October 2020 at 0700 HST, I logged in for the first time since the update and immediately—and incessantly since then—experienced the error popups that read:
⚠️ "HPDeviceMonitoring.framework" will damage your computer.
The file was downloaded on an unknown date.

The timing of when the error messages suggests to me that it was a result of installing the update and/or rebooting. I acknowledge it could have been due to the XProtect changes that may have been pending a reboot. Difficult to isolate based on my experience since the mini is rarely rebooted.
After the earlier link for version 14 failed to download, I saw this comment and downloaded the file from this link instead.

This one solved my problems with my LaserJet 1012. Hope it works for you too!
I ran the installer, which required me to specifically mark HP as a trusted developer. I rebooted. I still get the incessant error pop-ups.

I tried the various FTP links posted throughout to try to get my trusty old HP LaserJet 1012 going again. No luck. But then I found the advice to delete /Library/Printers/hp, reinstalled the printer in System Prefs, and it downloaded fixed drivers and works again.
Once I moved the hp folder to the Trash, the pop-ups stopped (which makes sense).
Then I opened the Printer pane in System Preferences. My printer was still listed, although the icon was the generic printer instead of matching my actual printer's appearance. I clicked the Open Print Queue, which opened and notified me that some software was missing and presented a button to download the missing software and install it. I clicked that. Once that completed, I quit the printer queue app and quit System Preferences; I noticed the hp folder was back in the Library folder and I was still not receiving the pop-ups. I reopened the printer pane in System Preferences and observed the icon once again matches the printer's actual appearance.
So now it appears everything is back to the way it was before I went to bed last night.
