No, it's not true.
In most instances when you hit the Dell website and BTO a computer with similar specs to a Mac, including all the bells and whistles, you're looking at the same or higher price on the Dells.
The misnomer comes in because Dell offers (because they sell a lot more computers and are therefore able) a HUGE range of low/mid/high end computers.
So, yes, you can get a $400 PC from Dell. But would you want to?
I think where this argument rears it's head legitimately is when you can zip down to your PC store and buy all the pieces/parts you need for a very nice PC for ~$1000. You can't do that with Apple because their hardware is proprietary. To run OS X, you either get it from them, or you don't get it at all.

I've been in IT for 15 years at a VERY large institution with a TON of PCs and I've seen a lot of viruses come in that took down large portions of the PCs on the network. It's more than just viruses, however. It's exploits, spyware, and zombiefied machines that people don't even know about that kills me. A lot of regular users don't know jack **** about patching and whatnot. They just do whatever they do with ignorant impunity.
There's no doubt that Windows XP is MUCH better at SP2 than it ever was previously. Having the firewall on out of the box, as well as the auto-update feature (being auto-on) was a Good Idea™. Too bad they took their damned time getting it rolled out.
