Damn! Apple didn't used to be that sloppy! Where would I have to post this bug for them to pay attention. Feedback assistant didn't work. Now, that Catalina has been released officially, I guess I would have to try their suggestions page. Feels kind of hopeless though. It almost seems like they want to force me to use the bloody iCloud (which is NOT end-to-end encrypted, save for Safari bookmarks and Keychain and maybe something else too.

I am having the same issue, I have read that it is a corrupt keychain but I deleted and still and issue.

I didn't log out of iCloud. what I did do was click "Password & Security" on the System Preferences...Apple ID page. it asked me for my iPad passcode, and voila no more red badge.

Afterwards, a chat with apple support said this behavior is "expected when using iCloud Keychain"

I'm getting this too...

It happened to me tonight. Per advice on this forum and others, I simply signed out of iCloud, restarted, and logged back into iCloud. The nagging stopped.

I guess people who don't want to use iCloud, but only want to sign in to the App Store, Music, Apple TV, Books are exceedingly hard to come by. Every so called solution ends with "Log back in iCloud". Oh well, my loss.

This is crazy; I just signed in a million times and it finally stopped. Also, now my keychain doesn't sync. LOVE IT

Signed in a bunch of times (20?), and a couple of reboots. Tried the "Sign out" but then "Cancel" as someone suggested, also tried changing my password, neither worked. Keychain doesn't stay checked as well.

I couldn't connect to my NAS, couldn't check for app updates, itunes was not working, iCloud couldn't connect, my MacBook pro fan was going crazy and I realised that Little snitch is running, but not working, I couldn't open it or quit it... so I had to kill it through terminal, uninstall it with clean my mac, and then things started to work again! Hope this helps to some of you guys

"expected" because the employees expect to deliver another half baked release. But this is completely unacceptable.

Apple...its time to get your **** together.

The Logout, Reboot, and Login seemed to work.
Worked for me, I noticed when entering password in the sign in loop it never triggered two factor authentication and Keychain would be un checked. After signing out/in two factor worked, Keychain stays checked, life is good, Red number 1 triggered me :)

Same problem here and I don't want to log out of iCloud either because of my media libraries. The problem seems to be related to iCloud Keychain as others have said. I didn't use it before but I can't activate it now (that's why the red 1 stays) - if I try there is no error message but it doesn't stay checked and then there is the 1 again. So nice!

When I signed out/in my Photos were not deleted Only 4 items in iCloud. Didn't think about it at the time

It doesn't seem fixed, but I might have found a solution that survives MacOS updates.
Code:
defaults delete com.apple.systempreferences AttentionPrefBundleIDs
defaults delete com.apple.systempreferences DidShowPrefBundleIDs
defaults write com.apple.systempreferences AttentionPrefBundleIDs -dict com.apple.preferences.AppleIDPrefPane -float 0
killall Dock
I did this before updating to Beta 11 and the notification didn't show up again.
I just spoke to Apple advisor on the phone for over an hour. Had to be elevated to senior advisor, she was very nice and agreed with me that this is not expected behavior. We will escalate the bug report once I am in front of my computer and can send them screen recording. Hopefully it will finally be resolved.

Same problem. I did a clean install of Catalina and now I have this on all my devices. I can't seem to get rid of it despite the suggestions here.

Edit: It is no longer on my older mbp with Mojave, it is also the only one with iCloud keychain checked. On my iPad Pro 11 and mbp with Catalina I can't get iCloud keychain enabled or get rid of the error.

Logged out and was prompted for my iPad passcode when I logged back in. So far so good...

Any progress with solution for users who don't want to log in to iCloud?

I had a Mac+ Senior advisor collect extensive system logs from my MacBook Pro, also sent a screen recording of the issue. She informed me that all of that will be passed on to the engineering team and she will call me on Monday to follow up. She seemed genuinely knowledgeable and took interest in the bug. Hopefully, at the very least, the right people will have it documented and work out a solution, if not right away, then soon. I will keep you guys posted as soon as I have new info.

P.S. The advisor was reassuring in her stance that Apple does not want to impose iCloud on anyone, it remains just an option.

I spoke with Apple again today. They run some additional tests (to rule out backend issues I guess), so they are actively looking for a solution, but nothing so far. If there is an "easy" fix, they will email me, otherwise I will speak with them next Monday. Also, it is possible that 10.15.1 might fix the issue.
