The Supplemental update that came out today solved it for me.
It didn't fix a single thing. If I sign in to Apple Music only, I still get the despicable "Start using iCloud" prompt. It is still impossible to dismiss, no matter how many times I hit "Not Now".

Confirm. Supplemental update didn't fix a problem we are talking about here.
I'm sign in only to App Store and System Preferences still prompting me to "Start using iCloud". It's still impossible to dismiss.

Just to make sure - you DON'T sign in to iCloud, but only to let's say the App store or Music, or Apple TV, or Apple Books, and you can dismiss the "Start using iCloud" prompt by hitting "Not Now"?

I just put my password in once it verified keychain etc with my phone job done. No loops

But you DO USE iCloud. The point is, those of us that DON'T USE iCloud, can't get rid of the stupid and obnoxious "Start using iCloud" prompt. THAT IS what this thread is about. THAT IS the bug.

@Sarassine I think most users don't understand what the thread is about because they are getting the same 'Start Using iCloud' message even if they are using iCloud. My suggestion is to change topic to something like: I don't want to use iCloud but System Preferences nags me to start using it.

That's a really bad news.
Interesting is that we can dismiss this 'Start using iCloud' message on iOS 13 but not on macOS Catalina...
Yeah, I just don't get why do we even have "Not now" button, right next to "Cancel". The explanation I got from the advisor was that she reached out to engineering, they passed it on to the iCloud engineers. They said that it will be expected behavior from now on (a**holes). When I asked why iOS handles the situation differently, I got a mumbling something along the lines of "it is a mobile OS" (Like it matters).
Anyway, to me iCloud is actually "SpyCloud", so no thanks. What next year - we won't be able to sign in to the App Store separately? It would not surprise me. It sucks because there really are not good alternatives to MacOS for me.

I use icloud for thing like contacts, safari, reminders & notes. and that's about it. everything is turned off.

Cloud reminders and notes. maybe you won't be bothered again.

You all forgot that Apple is mostly a services company now.

They want you to use iCloud and their other services, and they think it’s OK to go over the top sometimes.
You are right of course. But hopefully they make the entire iCloud end-to-end encrypted. In any case, the whole MacOS is beginning to seem to me like a one step forward two steps backwards endeavor.

That is what I was thinking too. But it just seems too damn easy to check the wrong box by accident and the damn thing starts sucking up your private life. I know, I am just a tiny minority :).
But, it might become the only way in the future.

Agree.
I think I found a solution to stop the nagging:
- sing out from the Apple ID preference pane
- reboot into recovery
- open terminal and run
Code:
mv /Volumes/Macintosh\ HD/System/Library/LaunchAgents/com.apple.followupd.plist /Volumes/Macintosh\ HD/System/Library/LaunchAgents/com.apple.followupd.bak

I think that's the service responsible. I've tested it on Catalina 10.15 19A602 and the is no more iCloud message, logging into the App Store and Music works, the Apple ID preference pane works.

If for any reason you wish to revert, just run in the same way
Code:
mv /Volumes/Macintosh\ HD/System/Library/LaunchAgents/com.apple.followupd.bak /Volumes/Macintosh\ HD/System/Library/LaunchAgents/com.apple.followupd.plist

Very bad news...
According to Apple, this is now expected behavior. They recommended leaving feedback at https://www.apple.com/feedback/macos.html. I am not even going to bother... They can go to hell. I am selling my MacBook Pro.

Honestly, I won't blame you for installing Catalina. It's their fault they allowed to release such a pile of crap called Catalina to the public. I get that not every one is tech savvy and is able to go through certain issues which are usually expected on the early versions of OS - but more importantly you should not be going through hell when installing new OS. That being said, selling a Macbook Pro based on bad OS experience is a bit too much I guess.

If I may suggest you - install macOS Mojave 10.14.6, and then you will see what a great experience on Mac is all about. I have been very long time user and with .6 update Mojave finally hit the quality macOS should have and I would say it's quite close to Snow Leopard back in the days. (Ahh, good times back then..)

Thank you! Your depth of knowledge is amazing! This works great, let's just hope it survives updates.

Good points, I did overreact, however I have been writing, calling and complaining to Apple about this since the first public beta. I finally lost patience yesterday

@Sarassine I get it, it has been very frustrating ride since the first beta and should be much more polished by now, well - here we are with weekly supplemental updates and happy Apple marketing team since they launched Apple Arcade on macOS, too!

Awesome resource! Thank you, I will definitely use this. Just one question – when you boot into recovery, should you have SIP disabled in order to manipulate system files or you have access with SIP enabled?
