I’ve had this problem for a while and I decided to try to fix it. I didn’t do fine grained troubleshooting but went whole hog on it.
On my iPhone:

- Turned off safari syncing in iCloud prefs; deleted all items from my iPhone when prompted
- cleared website data from Safari in settings
- closed all open tabs on my iphone
- force quit safari on the phone
- launch safari again
- force quit it again
- turn on iCloud safari syncing

That fixed it for now.
But does this fix seeing iCloud tabs from other devices on your phone?
- If so, then maybe the issue is iOS?
- If not, that would we have to perform this process on all of our devices?

i also have this Problem since a while and unfortunately don't have any Solution for it though i've tried everything BUT... i maybe found a Workaround meanwhile Apple is fixing the Issue.

There is a simple free App called CloudyTabs which is very useful for this case.
It can be found here: https://github.com/josh-/CloudyTabs

It stays in your MenuBar and shows you exactly what all of us are Missing: The open Tabs of all of our Devices. I had to grant full DiskAccess under Security in System Preferences of macOS Big Sur first to use it, otherwise the App won't open but after that i does what Apple can't since many Weeks. Unfortunately you can not close Tabs yet but it's better than nothing maybe. It thought it could be useful for you so i like to share this. Hopefully Apple fix this Issue soon.

I have a second appointment with apple support at monday.
He wants to install a "new profile" and get some systemlogs from my macbook again.

So in the end he's trying to get this issue fixed.

i told him some days ago about the missing icloud tabs setting on the startpage, too

i will keep you updated.
 
Add me to the list, been living with this iCloud Tabs issue for at least a month, some days it works on one of my 5 devices (iMac x 2, Macbook, iPad, iPhone), never all of them, most days it is SNAFU.

Been a number of Apple Cloud issues of late, Apple certainly broke a few things...
 
Now had 5 calls with Apple, they have tried another profile (alias apple account) logged as guest user / different network profile and taken various logs. Yesterday they asked to reinstall OS which I declined (need to complete a backup first) another call is arranged for next week, even issued link to this thread and raise at even call of which they just say not aware of..

Lost count how many times I have explained this is issue is at their end, sent many screenshots / videos of the tabs working then not plus issue with photo stream (on anther thread) and they want to reinstall OS!?!

Come on apple fix the issue, moved away from Windows to the complete eco system with purchasing a Mac, so all my devices, iPads / iPhones are synced, which as it works on my other devices this would be seamless, thought wrong..

I did the same but no luck yet. But the more people that complain the faster this will be escalated.
 
It's odd: Most (not all) mornings, my MacBook seems to have my iPhone's current tabs. Then they don't update, then they go away.
 
I can't believe this is still an issue (on macOS 11.1 and iOS 14.3). I use this feature quite a lot and it's frustrating that it's broken after it worked so well for so long.
 
Same here. iPad Pro, MacBook Air and iPhone XS (in early November) started with this issue. No beta version of iOS or macOS, still that issue persist these days with iPhone 12 mini, iPad Pro and MacBook Air (M1). All of them have the latest system version and all of them behave this strangly.
