You think the problem is gone?
I just checked again on another device after not using anything for an hour or so and it is updating but seems to be about an hour behind what's currently open. I haven't used Safari on my iPhone since this morning and that displays the correct 2 open tabs.
 
LOL, this article on the new Safari features actually mentions in a polite way how the iCloud tabs feature is not working, the tabs shown are wrong! Maybe we'll get some visibility from this!

Oddly currently it’s working one way. My iPad Pro is matching what’s on my iPhone 12 Pro Max. My iPad showed a tab open on my iPhone. When I closed the tab on the iPhone it disappeared from my iPad.

The reverse is still broken though as my iPhone showed a tab I closed on my iPad hours ago.

The only new thing is my iPhone restarted today to install iOS 14.2.1.
 
The same here... I noticed it yesterday (Paris Time). I thought it was iPad related, so I restored it. Same thing... Like you, I closed all my tabs, now the are all gone. The tabs doesn't show on my MacBook Air, MacBook Pro, iPad Pro and iPhone 12 Pro. Although, my history, favorites, reading list, etc, are syncing well. I updated my MacBook Air to Big Sur.

Something interesting: my wife has an iPhone Xs, an iPad mini and a MacBook Pro (Catalina), everything works fine. As soon as I open a new tab on her iPad for instance, the tabs shows up on her iPhone and Mac within seconds, the same when you close a tab. I tried on all her devices, it just works as they say.

Maybe Big Sur is doing something weird iCloud related.
 
I only have the tabs not syncing issue, on both my iPad Air 2019 and iPhone XR, both on iPS/iPadOS 14.2. It's about since the latest update. I used that function daily, but now it seems that it synces (don't know if it's a word or not) only between 10.30PM and 7.00AM the next day, since when I turn my iDevices on the tabs are synced...
 
I think, Apple is doing something right now. Tabs are almost correctly shown, but with a little bit time delay. Closing tabs are not possible device overarching
 
It's funny to see that this feature bother us. Knowing that 95% of people (and maybe more) aren't aware of this possibility. (I work in an Apple Premium Reseller Store).

No improvement at all for me yet - still a combination of old tabs showing, or no tabs at all.
 
Glad it’s not just me. Set up my new 12 Pro last night and now no tabs are showing on my new phone, my old phone (haven’t erased it for sale yet), and my iPad. Thought I had messed something up during the setup process. Guess I will wait and see if Apple resolves it in the next day or two.

If this can reassure you, the tabs disappeared from both my iDevices, so they're doing something.
 
My iCloud tabs have been nuts for the last week, including showing me open tabs on devices that I haven't had for a year or longer. Suddenly this morning it appears to have straightened out. I'll keep my fingers crossed since it appears many of you are still having problems.
 
Mine is far worse today. Suddenly my tabs list is like fifty entries long on all devices.

Concerning that it knows what tabs I had open last week.

Half a day ago it worked... But then everything went away. No tabs since then. Tried to disable/enable, reboot,....

This is getting really annoying.
 
So I recently got an iPhone 12 Pro Max after giving back my 12 Pro as needed a bigger battery. Prior to getting the 12 Pro I decided to get rid of my old iPhone 7. In each case I signed out of iCloud and then wiped the phone following the steps here:

On my iPhone 12 Pro Max, I keep seeing the tabs I had open on the other two devices even though I’d signed out of iCloud on both of them before wiping them. I keep deleting them on my Pro Max and they keep reappearing intermittently.

I’m guessing I’m suffering from the same issue as everyone in this thread. I’m also experiencing the missing messages bug also being reported by some people and both of these bugs have kind of tarnished my experience of getting the Pro Max.
