Apple One: I moved to this service, but the problem happens to my colleague as well, and he doesn't use Apple One. So it seems, it's not related to this service.

In fact, the problem is kinda weird: I asked him if he had issues with tabs sync, he told me, "No it's fine".
On his devices it was all synced well from iPhone to iPad to Mac. But, as soon as he closed a tab remotely. All was broken, the same problem we have. The tabs disappeared on all his devices.
You might be on to something there. Mine have been broken for about as long as this thread has been open. Yesterday morning I noticed a tab I had open on my iPad appeared on my phone. I closed it from the phone and it went back to being broken.

In fact, when he opened or closed a tab on his iPhone for instance, it was still working fine. The issue appeared as soon as he closed it remotely. On the Mac in iCloud tabs, he closed one from his iPad. And then all disappeared on the Mac but also on the other devices. After an hour or so, some reappeared but it was very old ones, there was 2 iPhone, he only uses one.

I see the same weird thing, sometimes I have MacBook Air (1), MacBook Air (2). I'm not crazy yet haha I know I only have one MacBook Air.

Same issue here. Apple Support has been more or less useless. For me, this started yesterday. All of my Macs are running Big Sur (11.0.1), and all iOS and iPadOS devices are running 14.2. Sometimes, Safari on Mac will show no iCloud tabs, and other times, it'll show tabs from other devices that are extremely old. I also checked out my wife and kids' devices, and they have the same problem. This is very frustrating. Why can't Apple get this right? This feature doesn't break like this in Chrome or Firefox.

Bookmark syncing is totally fine. I can create or delete one, and that change is almost immediately reflected on the other devices.

Glad to have found this thread.
This seems to have happened to me since updating to Safari 14, which has been much slower (interface-wise) than 13.
I have a 2016 MBP with macOS 10.15.7su which is not showing any iCloud tab, an iPhone XS with iOS 14.2 which is showing no iCloud tab and an iPad Pro 12.9in (2018) with iPadOS 14.2 which is showing all of them and sync'd perfectly...
Rebooting devices, closing-relaunching Safari multiple times, to no avail... at least AirDrop seems to work and Universal Clipboard as well.

I have iCloud tabs again, but only on my iPad so far.
But both the MBA and iPhone tabs are showing up on the iPad.

The M1 Air and iPhone 11 still don't see any iCloud tabs.

Didn't do anything either. On Big Sur and IOS 14.2.1 - Wasn't working a day or so ago last I checked. This morning it is working as it used to. Open/close a tab, and it immediately updates on other device(s)

Did you do anything? Disable / enable? Logout / login? or just went everything fine without doing anything?
I did nothing.
I should add that I only see them on my iPad so far. But I do see tabs from both my M1 MBA & iPhone 11.

My Mac tabs are now somewhat updated, showing the iPhone and iPad tabs but the iPhone isn't showing the Mac or iPad tabs. They are getting there...

Interesting, my tabs started working a few days ago (after being wonky for a week), right when the complaints from others really started to ramp up. Now, several of you guys are saying it is beginning to work as expect, just as mine started acting up again.

Still not working for me. I've been in contact with Apple Support on Twitter, and I've asked them to raise a ticket with engineering. It's broken for every member of my household and on all of our devices. Showing either nothing or out of date tabs (like, from days or weeks ago).

Still not working for me. I'll check in a few hours now. If it works for some of you, maybe it's the time it will take to reset through all the iCloud accounts...

Found this thread in Reddit. Same issue, reset everything iPhone, iPad, MacBook, iMac, and still nothing. But I did notice that "Siri Suggestions" is suggesting the last tab I had opened on another device. So maybe they are switching that tab syncing capability to this and/or it broke it.

I'm also having this exact problem, and spent over an hour talking with Apple support (one level up from the initial agent answering the phone) today. The bottom line is that he could see lots of reports of it on the open internet (like here) but relatively few formal mentions of it on their system. He did however say that it looks like it's growing (indicating that it may get some attention).

The lesson though is for as many people as possible to actually report this to Apple, because it's (quite reasonably) not the basis of those reports (rather than internet rumours) that they actually act.

I've been promised a call back on Tuesday. If there's anything noteworthy, I'll let you know...

thank you!

Same happening here, old tabs I had open on iPad showing as open on iPhone etc... any fix at all??

same issue here. Got Safari handoff working across devices again, but Safari iCloud tabs and history not syncing at all.

So, some progress.

Earlier tonight, my iCloud Tabs feature started working properly across devices again. I tested this on three of my devices (iPhone, iPad, Mac), and the feature was working properly. Unfortunately, it breaks whenever you try to remotely close a tab that's open on another device. If you do that, all iCloud Tabs on the device you're using just disappear. It will come back after X number of hours (not sure how many, just yet), but that's how to break it. I did this earlier too, so I wanted to test this hypothesis and see if the results are reproducible. I believe that someone else on this thread mentioned this as well, so I can confirm that's how you break it.

Honestly, I'd be OK with Apple removing that feature if it meant more stability with iCloud Tabs. I have a call with them tomorrow, but I'm going to update my case with this information as well. It'll hopefully give them a head start on places to look for the break.

I'll post an update as soon as I have something to share. Thanks.

Same here. At first delayed sync and this afternoon it just stopped working completely... Just contacted apple support and they have no idea about this as normal.

Also, here someone said the iCloud tab syncing "is no longer offered." Is that real???

Mine is still not working. From what I can tell, the tabs are syncing, but they is a several hour delay.

Still broken here. Dozens of tabs open across a few different devices viewable on my phone right now. None of those tabs are actually open.

The good news is: we all have the same issue (tabs with delayed syncing, or no syncing at all, history broken or delayed...) and it seems that closing a tab from a device, like it was the case with my colleague at work, creates the problem or at least makes all tabs disappear. In fact, many people have this issue, but they don't even know the possibility to see other devices' tabs. So they won't complain about it. And people with only an Apple device like iPhone, won't experience the problem as well.

I have access to Apple GSX (repair platform) and this issue isn't mentioned yet from Apple.

Yeah mine have sorted themselves out for the past 24 hours but I did turn off Siri suggestions for Safari in settings so not sure if this helped?
