Anyone getting this since iOS10 (all versions so far):
Completely close Settings, then open it - right after it opens flick the screen up (removing finger from screen), then immediately swipe down to "take control" of the movement - it will ignore that input and the screen will continue rolling from the initial flick - you will then have to remove your finger to interact with the screen again. Happens almost every time - there seems to be a window where the Settings fully loads that causes this.
Seems to be related to if you open Settings and flick up - less than a second of scrolling will have a stutter, presumably where it is finishing loading or something.
Minor, but a tad annoying. Might have to make a video, as I am sure my instructions will result in "not happening to me" responses, although I have reproduced this on every device in an Apple store myself.
Other bug (since iOS9) is reproducible on any device: open any app, then open app switcher, before the animation completes slide an app up without letting go. Once the animation for the app switcher completes, it will cause the app you are holding to instantly snap back to the app switcher, and you will need to take your finger off the screen to interact with it again.
Again, minor, but annoying - there is a window where the animation completes that can cause regular swiping to fail (holding the app can just reproduce this 100% of the time)
