When I switch to multitasking view, Instagram shows an old screenshot. Other apps show their most recent screenshot. Tried reinstalling the app, no fix

That's the only issue I've noticed so far in this build.

Some of my apps do that too, but I don't really notice it.

Seems like no public beta today. Unusual. Lately they've been releasing them both at the same time, or at least same day.

Thats typically in later builds (like b3 or so). I think b1 was the next day. On a x.x.1 version it could change and come sooner though since more likely minor changes.

WatchOS 3.1.1 introduced the erroneous stand hours (I apparently spend my
nights wandering around). 10.2.1 (have updated to b2) has added to this: when I delete the erroneous stand hours in the Health app the Activity app is only partially updating, and not updating the watch at all.

Most professional development shops do this. Apple has a nasty habit of being extremely lax with reporting bug fixes and improvements.
Unfortunately more and more don't seem to do that if App Store app update release notes are anything to go by, for example.
