Isn't it just between old betas and the new beta of iOS 10?
I don't have beta 4 yet but from what I understand, we need ios 10 for facetime. I really hope I am wrong or at least audio facetime calling works.

• Haptic feedback when iPhone is locked is gone. Sound appears to be different though.
• Keyboard clicks are like they were in beta 1 and 3. New sound for spacebar and backspace.
•Device seems quicker as well, probably placebo.
• Safari doesn't freak out when commenting on macrumors anymore thank God
• Purple space iOS 8 stock wallpaper is back too
• Emoji'a are different too. Gun is like a green water gun now or something lol.
They appear more rounded or cartoony I guess.

I have a feeling the gun one is more a political statement by Apple in the wake of the recent US gun violence.

Anyone got any third party notifications yet? For Facebook Messenger and eBay for example, the sound would be the default system sound.

It may just be a known bug with this beta. Could get fixed in the next one. I doubt Apple will block iOS 10 devices from FaceTime calling older iOS devices.

Wow, facetime not working between new and older ios devices, that is pretty bad, at least make it functional between ios 10 and 9.
They said between this beta and older betas. Not older versions of iOS.

From the Release Notes:
FaceTime
FaceTime calls between this beta and older iOS and macOS betas is not supported. Please update your
Mac and iPhone to the latest version.

Am I imagining things or is there a really noticeable improvement in actual performance of opening apps (not just the animation I mean). Opening Word/Excel/Powerpoint and into a document seems really quick and I'm not sure if I'm just suffering a placebo effect.

Can somebody upload a quick video or gif of the new "faster" animations ? Thanks.

This is listed under Known Issues in the Release Notes:

Phone
• Voicemail transcription (beta) is available on iPhone 6s, iPhone 6s Plus, and iPhone SE with Siri
language set to English (United States).

I am very hopeful that this means that it is a known issue that it only works on these devices and in the US and that it will roll out to everyone in the future.
