You stated you reset all settings, have you tried an actual restore yet? Maybe you can if not. Otherwise its most likely a bug in iOS 11 that will require an update to resolve. Actually this update was to address some camera issues so maybe it still needs some work. I don’t think anyone does at this point. It’s always best to stay on the latest version that’s officially released. I am downgrading from beta to official today.
