How would I install this over the last DEV 1?
Just download and install. Just like any other update. If you're switching from Dev track to Public beta, you'll need to first remove the Dev profile and then install the Public beta profile (obtainable at beta.apple.com)

I don't know if someone reported this, but 3D touch not working to go to multitasking, right?

What’s not working? There won’t be an update, they are the same exact build. You gain nothing from switching to the public profile other than you have to wait longer for new builds.
 
Just installed it on iPhone 7 Plus and it’s fine. Battery life isn’t fantastic but it’s definitely usable. I’ve been using it pretty heavily since 8:30ish and I’m at 60%.

I do have the iPhone 7 with the Apple Smart case but since I took it off of the charger this morning at 4am, listened to music with bluetooth headphones for 2+ hours will working out, of coarse the phone is at 100% and the case is at 72%. I have been playing with the phone for the past hour learning about all the changes so I think the battery is the same for me as it was on 10.3.3
 
The new News app is pretty much unusable. The Following tab is now just a long list of enormous text instead of the nice tiles it used to show. How am I supposed to find things in there?!

Music app not working. I'm guessing we're in the minority since this isn't being mentioned by anyone else. Stopped sometime during beta 1, not restored to functionality by beta 2.
I can just listen to local music fine, without issue.
Same here on beta 1 and that's why I downgraded to iOS 10.
Maybe only for Apple Music.
I hate that Apple has removed all the ways to quickly open apps in iOS 11.
No more quickly opening Spotlight by slightly sliding down from top.
Heck, even tapping on the song title in Control Centre doesn’t quickly open Music app.
Yes. That’s a real frustration point. And no quick love. iOS 9 music player just too good to be ignored.
 
I installed the first public beta last night on my 2016 iPad Pro 12.9”. Very few issues to report (but it’s only been a few hours) - seems snappy to me and a pretty big improvement over iOS 10 at least on the iPad.

I've been running it on my iPad since yesterday as well and only a couple issues that resolved with a restart (Photos wouldn't launch from the dock but would from Spotlight) and only one that I've reported - the aspect ratio of the screen recording is wonky even after sent to a friend. No serious battery issues so far. I'm seriously considering putting it on my phone in the next couple of days.

Surprisingly stable so far, a few lags here and there. My biggest issue is the sound quality of music (in my case via AirPods) it is quieter and flatter sounding.
 
7 Plus quite buggy:

Definitely have the Sunrise and closing app switcher issue.
Also the actual weather word on the swipe right isn’t in big letters anymore. My dock apps won’t open without Touch ID.

I am not liking how my swipe down notifications use my wallpaper instead of a dark background. Also I’m playing Spotify but the only player that shows is Apple Music as in the pic.

I only see one notification with no clear button. All of the others go to the older notifications part where I tend to miss them.

Very much looking forward to an update.

Going by your signature, I wouldn't since you don't have a backup phone. I'm now using my SE as my daily driver after having betas 1 and 2 on my 7 Plus.

It would probably be best to wait then. The one thing that kept me from jumping in is not wanting to deal with re-pairing my watch. It's 1st gen and is intolerably slow on updates/restarts.

Was decent prior to restoring from iCloud after a DFU reinstall. After that, these are the results I’m getting.

I’m not having any of these issues on my 7 plus. Have you tried reinstalling? I don’t use Spotify though. And I do see multiple notifications on the lock screen. Weird.
