Thanks to @soy for figuring this out. Adguard (non-Pro) does work if you only enable the Easylist/Easylist filter and nothing else in the settings. Confirmed on my iP7.

Yes Plex works on iOS11

While plex starts ok it doesn’t stream video you just get sound on my iPad Pro

Let me add one more data point to the list: I rolled back from iOS 11 to 10 specifically because Ferrite (podcast editor) doesn't properly do operations under iOS 11 where you're trying to output audio. Given that this makes it effectively impossible to get your finished work out of the app, it was kind of a deal-breaker!

Gamewise, Yomi, Puzzle Strike, and Snakebird all seem to run just fine, though.
