Because ios 12 is the foundation of ios 13. And if you got a stable, fluid foundation you cant really mess up.
Not really sure that's how it works out. Look at what iOS 7 was like after iOS 6, or iOS 8 after iOS 7, or iOS 9 after iOS 8, or iOS 11 after iOS 10. New versions are new and carry what often comes with that.

Would you say that any of your mentioned os‘s (except 6) is a fast and fluid foundation? Ios 6 was the last time you could call anything ios related „fluid“

I'd say that the previous version of iOS doesn't necessarily say that much about the next one, in particular as far as performance/stability go.

I don’t used Brave so I can’t comment on this.
Just a small follow up on tabs in Firefox - with the newest release of Firefox v15.0, the open in tabs is now available.
