I would caution against making any judgement about stuttering so soon after updating. I'd give it 2-3 hours minimum.
This.

I see some stutters here and there but thats normal after ios updates. The „10 seconds in idle mode next animation will stutter“ bug is fixed. I restarted my xs and its still good.

This is actually amazing! So many times I was about to land internationally and wanted to adjust some things but couldn’t.

Curious. Why wouldn't you simply disable the Airplane Mode? I am not complaining about giving users more controls, but I don't get why you only want cellular enabled.

What stuttering are we talking about? Something introduced with the 12.3 betas? My XS Max on 12.2 has no stuttering that I can see, in YouTube or otherwise.
If you open YouTube and then you flick it up or down...I see stuttering. Doing the same thing in safari is as smooth as butter.

Ah, ok. So, I'm not seeing any such stuttering; it's either not happening on my device or I'm too blind to notice. In any event, nothing that should scare me away from downloading 12.3b2.
This is definitely one of those issues, with your phone shows it or not. Mine doesn’t.

Another fine beta, no complaints. Night and day difference vs iOS 7 beta era.. notice wifi TX rate (to device) when idle seems to be more aggressively reduced, but no performance or latency issues when wifi is in use.

This is definitely one of those issues, with your phone shows it or not. Mine doesn’t.

The YouTube stuttering is very much specific to Google’s coding. It seems easily bogged down compared to nearly any other app. Google Maps has similar stutter.
