I haven’t been able to get screen time data to show up for the last few weeks. Initially i assumed it was just the beta in general, but it is still not showing up on beta 3. Are others seeing data? I wonder if I should do a backup and restore.
Same here throughout beta 2, but looks to be populating ok in beta 3

You don’t need a carrier for GPS. You only need the carrier/WiFi for online maps.

Well the release notes mention that those with with Intel chips may have location issues. Those are AT&T and T-mobile models. To me, location is relative to some function of GPS.

Right, but its not the carrier, per se, that causes the issues, but the chipsets for those carriers' phone models.

People like to blame the Intel modems for everything they can, I've had no GPS issues at all in any of the developer betas and I'm using an Intel modem phone in the UK.

iPhone X now allows me to activate wifi calling for the first time since I started using iOS 12 (my carrier is AT&T). Also no longer getting a lingering "Notifications" header on the lock screen after I've cleared the last notification.

And GPS is working better than previous versions, but still takes a bit longer than it should to lock on.

I spent a while thinking my GSM/Intel phone was working correctly. It wasn't. Turned out that wifi location was "good enough" when at home/on foot for me not to notice and when I was in the car CarPlay was using the vehicle's GPS signal. I'm not saying it's necessarily the case for you but I think there were probably plenty of people who had the GPS issue but didn't know or care.

How is it logical that a profile giving "permission to install software", with an expire date WAY into the future needs to be reinstalled at each new beta? Think about that one. :) And if you are referring to the whole server propagation statement, that is just I.T.-101. There are more servers than just one in a single location that distributes software.

And no, no official documentation from Apple stating the profile does not need to be reinstalled periodically between betas. sorry.
It's not that a profile expired (I work professionally in Apple device management, and very heavily with configuration profiles, so I understand fairly well). What does seem to happen is that the device caches something when it checks for updates, and sometimes needs a push to really check again. Uninstalling a profile and reinstalling a profile seems to clear that cache. Restarting may do similar things under the right circumstances, but several restarts did not resolve that for me today. Reinstalling the profile took ~30 seconds and was a quick fix for me.

The redesigned Voice Memos app.

It’s like they’re slowly redesigning the whole system to be somehow darker, instead of making dark mode as a feature.
The new voice app is ugly! the same Reminders Apps UI which is dated and ugly...
Blurry Wallpaper and fake window on the side arghhhhh... hope they find a sweet spot between the first and this design...

Could be a carrier profile issue...who knows. Could be anything, but not Qualcomm.

It's locking fine on 4G as well as WiFi for me.

Two things I have noticed, which are annoying but that is beta life.

1. Private browsing tab in safari is missing. I checked restricted web content and it is set to unrestricted.
2. Contacts missing on watchOS 4 device. Reset data from the watch app does push the calendar data but doesn’t push the contacts.

Cool. Again, not saying it's the case for you, but some people said they had switched off wifi when in fact they'd just disabled the connection in Control Center. That leaves wifi available for location. You actually have to switch wifi off ins settings for it to be truly disabled. When I did that previous to dp3 location was completely unavailable.

In any case, it's now moot as they appear to have fixed the issue in dp 3 and presumably pb 2 when it lands.
