I don't believe the stories, I've been speculating since iOS 8 that iOS 13 will be the redesign. Every three years there is a subtle design change, and the 7th year is a full redesign.

Regardless of whether iOS 12 was supposed to be the “Big One”, I think we agree that expectations are high for iOS 13.

I expect iOS 13 to be really big for th iPad given the newly added usb-c support. I expect external display support (not jus mirroring) and external storage support. Other than that I’m not sure.

what if there is a major bug found in 12.1 and they need to release an update right away.

include the fix in 12.1.1 and release to the public and start a new beta of 12.1.2?

Yeah, they didn't really leave much room for that. They could have released this as something like iOS 12.1.5 beta to leave some room for quicker bug fix updates if needed. Either they are fairly confident there isn't going to be something like that, or 12.1.1 is something that is planned to be released fairly soon.

12.1 only had 5 beta releases, I can’t imagine 12.1.1 will have many and will probably go weekly from the start.

Apparently WatchOS 5.1.1 today, wonder if that means the other X.1.1 updates will release today also?
