So is the general consensus that there'll be no more betas before WWDC?
I don't know if its the general consensus, but I would be surprised if there were. Post-WWDC, it is possible, as cleanup or what not. So that could be a 12.3.1 type scenario. I'm sure for most of us here, we'll pass that right by and hit the iOS 13 betas instead.

I really hope 12.3 wasn't the last iOS release for 12.X. I am not sure about others but iMessage is not syncing read status between my iPhone and iPad. The content of the message is there, but it still shows unread on my iPad. Here is hoping we get a 12.3.1 that potentially resolves that. This seemed to have started in beta 6 of 12.3.

I don't think Apple has ever had the final release of an iOS version not go to at least X.x.1. With 4 months left until final release of iOS13 I fully expect a 12.3.1 bugfix/cleanup release sometime this summer.

Agree. But probably not until after WWDC. Particularly if this is the end of the line for some devices.
 
There will be more updates as its still months away for the public to get ios 13 but they won't be beta tested will just be small updates
