We may get a release date of 12.4 confirmed at WWDC with a confirmation of AppleCard release? Given Apple historically gives two weeks between the first developer preview and the next my guess is this...

13.0 DP drops after WWDC
12.4 releases week of June 10th
13.0 DP2/PB1 week of June 17th
And from there it's alternating weeks until some point in July where they go weekly through August or even some times multiple times / week as we've seen in the past.
Public release middle of September just before new iPhones.

Usually the first to second beta will be 2-3 weeks for a new X.0 release.

It is kind of interesting ... there are two betas out. I wonder how many 12.4 beta users jumped over to the iOS 13 beta.

I wonder if that is why Apple pushed the 12.4 betas out so fast. To try to get as much testing in as possible prior to iOS 13 beta?
 
12.4 final may take a while to show up. Remember that the iPhone 6 series is being left behind by iOS 13, and there are a LOT of iPhone 6 users out there. Apple likely wants to make sure iOS 12.4 is as perfect as possible so they can finally leave it behind as they move forward with 13.

I think they wanted to wait a few days to let the servers rest, i think another beta and final end of the month, but we shall see :)
HAHA funny. They are "running" 24 hrs a day so they prob do need rest from time to time. :)
