But I’d imagine Apple would want iOS 12.4 out on or just after WWDC. (Since this update is only for Apple Card).

Not surprised. My guess is that this may be the final, too, with a public rollout late next week (after the servers have cooled down from all the iOS 13 downloading!). Could be wrong, but it seems like Apple will use some WWDC to say "The Card is here!"

So I’m assuming there will be another beta next week? If so, would I still able to update to the iOS 13 beta from this 12.4 beta if I delete this profile and download the iOS 13 profile?
So last year iOS 11.4 was released on May 29th 2018 (before WWDC). And iOS 11.4.1 was released July 9th.
If Apple continues with this, iOS 12.4 should be released just before WWDC or just after by a few days.

so better reset content and settings after update to iOS 12.4 then install ios 13 profile to make my phone as "clean install" ?
Only way to technically do a clean install is to use iTunes to restore to iOS 13 beta with the ipsw file from the developer website, then setup your phone as new without restoring from any backup.
Whether this is necessary or not is another conversation however.
This may be one of the easiest to dispel: there is NO way 12.4 is getting released Monday. Monday is the WWDC keynote and iOS 13 Dev Preview 1 will be released at the end. The server load of releasing a general public release and full betas of iOS 13, they will never do that. Any time next week is unlikely, given that a large chunk of Apple's engineering team will be at WWDC and unavailable if something goes wrong.
If, instead, you are "speculating" about the release of iOS 13 DP1, then YES!
