All Devices iOS 13.1.1 ― Bug Fixes, Changes, and Improvements

I have a strange bug on my iPad Air 3, and iPadOS 13.1.1.

After you use an app, the icon for that app lands in the dock on the right side of the dock divide. Well, after using the youtube app, it lands in the dock, but then you can't launch it from there - you click on it, and nothing happens. Other apps - both native and third party - seem to have no problems, at least of the ones that I tried. Anyone else seeing this?
