Not sure if there's anyone that has this problem but since 13.2.3 i have an issue that, for example, when i am at home and use wifi and then i leave home, no one can call me, the data is not working i can't send a message via iMessage or SMS to anyone even though it keeps showing that i have 3-4 bars of LTE. I have to turn on and off the airplane mode for it to start working.
The first time i was trying to send messages via iMessage while having 3 bars of LTE and it didn't want to send so i thought that maybe there are problems with the carrier but one day i left home and was suprised that i haven't received a single notification for around 3 hours (i mostly get few calls, mails, messages and instagram notifications) just to see how many notifications i received when connected to wifi. Also, the next day i got a call from few people that they tried to call me.

I updated to 13.3 b3 and now to the final version hoping that it will fix it but no, it's still here and it's not a carrier issue since they already told me that they don't have any issue with cellular, moreover my friends that use 6s and XS and are on the same carrier, don't have any of those problems.

The phone i use is iPhone X with Intel modem but i didn't have any of these issues while using iOS 11 or 12 so they must have done something with 13.2.3 and up.

*the good thing about 13.3 is that it feels smoother than 13.2.3 but the battery life is trash and it's been since 12.4, i miss the battery life i was getting on 12.3
Have you tried rebooting the phone to see if that makes a difference. Also sounds like you have a run-away app.

You could also try to "reset all network settings".

Anyone have any ideas how to fix this? Or what to try? (Only effects non-apple third party apps it seems. Apple apps like Safari, camera, etc work fine)

Also noticed battery is being drained at an alarming speed. Just typing this message has dropped 1% of power.

This phone was updated from 13.2.3 to 13.3 beta 3 and then to the final version of 13.3 so it was rebooted at least 2 times. I also reboot the phone in the morning, one day after the update (not sure if it helps anything but still) so that's more to count.

Try reset all setting and see if this issue still happened. If not, then do reset all setting and clear content, and see if it still happened and all functions well. If the issue solved, than you might consider installing the app one by one and get the data sync from iCloud. Otherwise, you might bring the phone to apple for checking.
Also, you might want to check whether any issue on iCloud sync; as it will drain the battery.
It seems, the update/upgrade process was messed up the system config and parameters, while the iOS itself has been stable. That's why, different people experienced differently (which depending their phone settings).
 
I see this since hours but cannot stop it.

Regular shut down/restart does nothing.

Hard/forced reboot seems to have been disabled with 13.3.

Following the steps of forced reboot for the iPhone 8 no longer works.

Pressing the volume up, release, volume down, release, hold power, no longer does a forced reboot. All it does now is bring up the "Slide to power down" option.
 
I’m running into a new issue with CarPlay where spoken directions are not being given in a timely manner periodically.

Under iOS 13.2.3, the radio volume lowers, Siri speaks the directions and the radio volume returns to normal. All that happens right after the other. Under iOS 13.3, frequently the volume lowers, but Siri doesn’t say anything for a good 10 seconds. After It’s finished, the volume doesn’t return to normal for another good 10 seconds. Sometimes it takes so long, I’ve missed the turn. It doesn’t happen every time, but often enough that it’s noticeable while driving.

The performance on my iPad Air 2 is horrible since upgrading to iOS 13.3. It wasn't great under iOS 13.2.3, but wasn't terrible. Now I'm seeing apps take a long time to open and sometime crash when trying to launch them.

For example, tapping a YouTube link had the entire app hang for 10 seconds with the audio playing in the background, but no video playing. GMail now tends to crash on launch when tapping notifications and I have to launch it again. I was hoping this would be temporary, but it's nearly 24 hours later and it's not any better. I tried restarting, but that didn't help.

The Air 2 only has 2 GB of RAM, but I don't think things should be that bad. It seems like iOS 13.3 is using more RAM for stuff.

My iPhone 7 Plus seems to be working fine.
My Air2 is great on 13.3 with none of the issues you described. Even my mail is working normally with acceptable battery performance too. Only issue I’ve been having is with the predictive text keyboard not inserting the entire word chosen or just not inserting the word at all. I did do a DFU restore and setup as new without using my backup on 13.2.2 to try and straighten out the keyboard and it didn’t fix it but battery performance improved

After leaving my Air 2 alone for 12 hours I went to use it to launch a game and the game froze loading then crashed. Launched it again and it loaded, but was so sluggish at times it was unusable. This isn’t a 3D game or anything, it’s one that worked fine under iOS 12 and had minor if any performance issues under iOS 13.2.3. It alternated between being okay and unusable.

Restarting my iPad seemed to resolve that issue, but that’s only temporary. It’s like the iPad is doing something periodically in the background, which shouldn’t happen as I have nearly everything disabled in background refresh.

I hear you and I’m sure it’s frustrating. When I restored mine I setup as new without using my backup because sometimes software issues can be transferred over during the restore. You might want to try it to see if it cures your issues. If it doesn’t you can always restore again using your backup and you’ll be back to where you started. How old is the Air2 and what’s the battery capacity?

I understand, setting up as new is a pain. If you have a Mac you can download coconutBattery. It will give you all necessary info about the battery in an iPhone, iPad or Mac
 
How is the battery life on iPad Pro 10,5???
Now I am on iPadOS 13.2 and I am thinking if it worth to update

Don't give up. Ignore the "Slide to power down" message and keep your finger on the power button. It'll force-reboot.

I've been using an iPhone since 2007 and IMHO this has been the worst OS that Apple has ever released. Seems like a pattern is emerging here. iOS 11 sucked so Apple said iOS 12 was about refining iOS 11 and not new features. Curious if that same thing will happen with iOS 14. "We realize 13 wasn't great, so instead of new features we are refining the software for iOS 14."

How about you just get it right the first time Apple and stop breaking things that weren't broken. With this many updates and basic problems that people are still having, its safe to say that Apple doesn't know what they are doing with this OS and are going to need another year to get it right.
 
I remember the good old times where updating was a no brainer, now I'm waiting to update even for minor releases

The thing is that i don't want to reset the phone, i don't want to erase everything, install apps one by one because i don't have time for that.
There is a reason why people pay premium price for these phones. We expect that a phone that we paid ~$1500USD (i live in Europe and that's how much i paid for iPhone X 256GB, the 11 pro is more expensive even though the price is still the same in the USA) would work without basic problems like not being able to send a SMS or iMessage, not having cellular data or people not being able to call you.
Also, Apple is not going to help with that in my country. I've been having problems with my old iPhone 6S, my Macbook Pro and they did nothing. I have problems with touch on my iPhone X and even though they announced service program, they want me to pay for a new screen, just because so (i've never dropped my phone, i installed protective glass the same day i got this phone and it's always been in a case)🤷🏼‍♂️

Weird thing is that i've been using iOS 13 since 13.0 developer beta 7 and the only *major* problem i had was the Photos app crashing. Or no, i remember having problems with Apple Pay but it's fixed now. So yeah, i'm hoping 13.4 or any other iOS version will finally fix all the annoying bugs we have.

I fully agree on the full phone reset. One of the main reasons I put out the extra money for apple products is because its so easy to restore and ready to go it if something goes wrong. Now every support ticket you file with apple requires you to start from new. You might as well take a half day off from work if you have as much setup as i have. Apple can $afford$ to test and make proper OS releases. Tech companies always try to see how far they can go with beta “final” OS releases and rely on software patches. When can we go back new products that work out great of the box?

What i simply cannot understand is ... why does Apple not fix existing bugs but continue to add new features in iOS 13

With the introduction of every version of iOS , it takes them 12 months to iron out all the bugs only to introduce new bugs in the next version of iOS

iOS is a renamed version of Windows.

I just tried it on my XS Max...it does seem you do have to hold down the power button a little longer, but it still did a hard reset.

What good old times? I remember updates that caused some apps to crash upon launch so I had to delete and reinstall apps causing data loss. Even iTunes backup did no good since restoring the data would just make it crash again.

Then there are updates that were simply written with newer hardware in mind and were super slow and/or crash prone on 2-year old hardware with slower chipset and 1/4–1/2 the RAM.
