Can’t install default apple apps like weather bc i had to uninstall it as it was so buggy. Can I do a fresh install via iTunes and ipsw file in windows pc?

If you live in Texas, this is one of five "optional" holidays you can choose to take off. It's a ceremonial observance most everywhere else in the US. I'm not sure how easy it will be for Apple to differentiate based on where you live and how it is observed there.

No, you have to reinstall the entire OS (from Restoring).

I’d say it is stable enough for daily use. Sure I can’t update my apps for time being and can’t share photos to Facebook via photo gallery but nothing I can’t live without.

One thing I noted about WhatsApp this morning....

WHen using the desktop whatsapp tool, connection to the phone is lost when the phone's device screen is locked. This occurs much more promptly than before.

On vodafone UK, XSmax, b2, I appear to get calls ok both on LTE VoLTE, and when on wifi calling ....

though will point out these calls are from known numbers - in case that's a factor

I’m mainly using the XR at the moment. One change I noticed on this iPhone on iOS 12 is that when I invoke Smart Invert the home screen darkens significantly to a muted palette. Whilst I definitely prefer the dark look of apps etc, I’d rather retain the look of the Home Screen.

Does this happen with Dark Mode too or does the Home Screen remain unaffected please?

Home Screen is left unaffected but you do have an option to darken the wallpaper and turn off parallax when setting wallpaper
