Just finished installing on my 2018 iPad Pro 12.9. Looks like Messages in Slide Over is fixed and doesn't show up as all grey until you switch between apps in Slide Over.
 
No new firmware or carrier settings update on this one (on iPhone 8 with Qualcomm chipset).

Maybe they'll bring this back on iOS 13.1. I used for a bit on previous betas and it was nice although clearly needed work.
Yes you are right, Apple is probably saving it for a later release, like they did with messages in iCloud. I think that also goes for automations in Shortcuts. Apple occasionally does this, i.e. introduces a lot of features in the first beta and then hold some good ones back over the year to come.

It used to be occasional...now it’s every single release. Group FaceTime, iMessage in iCloud (which still doesn’t work particularly well, and still doesn’t update Watch), now potentially the AirPods thing (still not clear if it supports Gen 1) and Shortcuts Automations. And I’m sure I’m missing some, not to mention the many hardware misses.
