I would agree with this. Seems like there are several little nits that they can stomp out pretty quickly with some 1.x updates.

It’s because after yesterday which was very unexpected it’s hard to call it and I think they might have some delays with major features but I’m not sure, I wish it was coming today.

Is it just me or checking for updates takes considerably more time now as usual and then says that I'm on the newest (13.1.2) firmware? I hope for a beta today (because that's weird), but tomorrow it is more likely (according to the history of iOS 13 betas with betas released on Wednesdays).

Yeah, strange for that article to come out. Guessing it was supposed to come out today, but got delayed due to 13.1.2. So should be soon though.
I noticed that too, and it only does that when a new update is available. So maybe Apple is preparing the servers for a new release? Either later today or tomorrow, most likely.
With these stories all dropping today, right at 12, I bet it will come today. It is just late.
